This case is one of numerous lawsuits challenging the Trump administration’s abrupt termination of immigration visas—mostly student or work visas—with no notice to the visa-holders and with dubious or no legal basis. You can see all of the cases here.

On May 29, 2025, two international students—attending school on an F-1 visa--filed this lawsuit in the United States District Court for the District of Arizona against President Donald Trump, the Secretary of Homeland Security, and the Acting Director of Immigration and Customs Enforcement. In early April, the Defendants abruptly terminated the Plaintiffs', and other international students’, F-1 visa and records with the Student and Exchange Visitor Information (SEVIS), effectively stripping them of their ability to remain a student in the United States.

That next day, Judge Desai granted their requests to proceed under pseudonyms and issued a temporary restraining order (TRO) preventing the government from arresting, detaining, or removing them. The court also required the government to retroactively reinstate their SEVIS records and imposed strict confidentiality protections. In early June, the government filed its response and successfully moved to seal certain sensitive documents. On June 10, both sides agreed to extend the TRO and postpone the hearing on the preliminary injunction. Judge Desai approved the request, extending the TRO through June 27 and rescheduling the hearing for June 24.

On June 23, 2025, the parties filed a joint stipulation of dismissal which was granted. The case was dismissed with prejudice.
