Following an investigation in 1995, U.S. Department of Justice notified Columbus County of its findings regarding conditions in the county jail. Apparently after negotiation, the Attorney General filed a CRIPA, 42 U.S.C. section 1997 et. seq., action order against the jail, and shortly after, the court entered a consent decree. The consent order laid out steps defendants must take to improve virtually every aspect of jail conditions. In addition, defendants agreed not to seek to terminate the agreement until after January 1, 2000. We have no other information about this case beyond the settlement agreement, so we do not know if the relief is continuing today.
