Case Summary

On April 21, 1992, Steven Douglas Hill filed a federal habeas corpus petition and application for stay of execution in the United States District Court for the Eastern District of Arkansas. The district court (Judge Henry Woods) held that the absence of a physician at an execution was not a constitutional violation. Hill v. Lockhart, 791 F.Supp. 1388 (E.D. Ark. 1992). The United States Court of Appeals for the Eighth Circuit affirmed the decision on June 2, 1993.
