In 2011, an undergraduate student at Glenville State University in West Virginia filed a complaint with the US Department of Education, Philadelphia Office for Civil Rights (OCR). The complainant alleged that the University failed to respond promptly and equitably to her report of sexual assault, forced her to withdraw from school, and failed to notify her of its Title IX grievance procedures. On February 2, 2011, OCR announced that it was opening an investigation into the allegations.
On January 12, 2012, before OCR concluded its investigation, the University entered into a voluntary resolution agreement with OCR. Without admitting liability, University officials promised to change a number of the school's Title IX policies and practices.
