On August 22, 1969, the U.S. Department of Justice filed a lawsuit under the Civil Rights Act of 1964, 42 U.S.C. §2000(b), against Anderson County, South Carolina, in the U.S. District Court for the District of South Carolina. The plaintiff asked the court for declaratory and injunctive relief, alleging that the defendants were violating the constitutional rights of the inmates of the Anderson County Jail and the Anderson County Prison Farm by racial segregation and discrimination directed against black inmates. The complaint alleged that white and black inmates were housed in separate cells and placed on separate work crews solely on account of race.

On September 4, 1969, the defendants answered the complaint, denying any violation of inmate constitutional rights and alleging that the jail was fully integrated except the drunk tank. On February 25, 1970, the U.S. District Court for the District of South Carolina (Judge Miller C. Foster, Jr.) granted declaratory and injunctive relief to the plaintiffs. On May 26, 1970, the defendants issued a report to the court, claiming that the jail had been fully integrated.
