Case Summary

In 1995, the Civil Rights Division of the U.S. Department of Justice notified Coffee County, Georgia that it intended to investigate conditions in the county jail. In 1996, following the investigation, the DOJ notified the Chairman of the Coffee County Commission of its findings and made recommendations regarding staff and supervision, restraint of inmates, inappropriate housing of juveniles, legal access, exercise, personal hygiene, grievance procedures, medical and dental care, suicide prevention, fire safety, general sanitation, plumbing, lighting, and food service. It appears that the Attorney General did not file suit against the jail, so there was never a court proceeding.
