On November 15, 1999, attorneys for the ACLU Immigrants' Rights Project and private counsel filed suit in the U.S. District Court Eastern District of New York (Brooklyn) on behalf of all Honduras nationals who had timely submitted prima facie applications for temporary protected status with the Vermont Service Center, but who had not received temporary benefits from the INS, such as employment authorization.
