The plaintiffs, recipients of public assistance under the Aid to Families with Dependent Children Program ("AFDC"), filed this putative class action lawsuit against the New York City Department of Social Services and the New York State Department of Social Services in New York state trial court. The plaintiffs challenged the defendants' policy and practice of denying rent arrears grants to families with children receiving public assistance whose monthly rent exceeded their monthly shelter allowance as set for in a New York statute. The plaintiffs sought injunctive relief, declarative relief, and attorneys' fees.
