(This summary is temporary, while we research the case.) On April 14, 2025, an international student—attending school on an F-1 visa--filed this lawsuit in the United States District Court for the District of Massachusetts against the Acting Director of Immigration and Customs Enforcement. In early April, the Defendants abruptly terminated the Plaintiff’s, and other international students’, F-1 visa and records with the Student and Exchange Visitor Information (SEVIS), effectively stripping them of their ability to remain a student in the United States. The Plaintiff alleged that Defendants’ actions violated the Administrative Procedure Act and the Fifth Amendment.

Judge Brian E. Murphy: ELECTRONIC ORDER - The Court seeks to clarify the notes in Dkt. 19. Given the parties representations that Plaintiffs SEVIS record had been re-activated, the Court determined only that extending the temporary restraining order was not justified at that time. The Court did not, and has not, made any determination as to the mootness of this case at this time. The parties should be prepared to discuss whether this case is moot at the July 22, 2025 status conference.(BIB) (Entered: 05/08/2025)
