Collects documents from Department of Education OCR Title IX investigation. Campus Context: "Students at HSU run a prevention and bystander-intervention program called CHECK-IT. A former student and football player arrested for sexual assault in 2016 reached a plea agreement on lesser charges. The victim in that case has spoken publicly about her experience, to raise awareness of sexual assault. The institution has affirmed its commitment to victims of sexual assault; collected resources online; formed a Sexual Assault Prevention Committee to promote prevention and response, with a grant from the U.S. Department of Justice’s Office on Violence Against Women; played host to an annual event called the Consent Project; created a Consent Culture Living Community; and introduced the course 'Act to End Sexualized Violence.' In September 2014, California’s governor, Jerry Brown, signed an 'affirmative consent' law requiring colleges and universities that receive state funds to define consent in students’ sexual encounters in terms of 'yes means yes' rather than the traditional 'no means no.' But in October 2015, the governor vetoed legislation that would have required colleges to adopt uniform sexual-assault policies requiring specific punishments."
