Plaintiffs challenge the standards for the delayed primary created by the enactment of House Bill 197 (“H.B. 197”), including the refusal to extend the voter registration deadline, which passed on February 18, to at most thirty days prior to April 28; the imposition of a multi-step, multi-mailing process for absentee voting; and the eliminated of in-person voting for all but a narrow set of voters.
