Plaintiff is a prospective, unaffiliated mayoral candidate for Baltimore City in the Nov. 2020 election and seeks to challenge the Maryland election law's signature-gathing requirements for unaffiliated candidates in light of the difficulty created by the COVID-19 crisis to obtain such signatures. He seeks an injunction allowing him to satisfy a lower burden (.1% of the BC population / 400 signatures) than the current election laws permit, and an order that his name be placed on the ballot for the 2020 General Election.
