Governor Bullock enacted an executive order granting universal vote-by-mail balloting. Plaintiffs allege that (1) such a system is vulnerable to voter abuse and fraud; (2) only the state legislature has the authority to enact universal vote-by-mail. In doing so, Plaintiffs claim violations of the Elections Clause, Electors Clause, and 14th Amendment of the Constitution.
