In the post-Reconstruction era, Louisiana enacted several discriminatory voter registration practices as part of its 1898 constitution, specifically designed to disenfranchise Black Americans. The constitution mandated a complex voter registration form that had to be filled out "without assistance." This requirement effectively barred illiterate individuals, a large percentage of whom were Black, from registering.
