Resource: EO 14298 Modifying Reciprocal Tariff Rates To Reflect Discussions With the People's Republic of China

This executive order (EO) pauses the 125% “reciprocal” tariff on Chinese goods until Aug. 12, 2025. As a result, Chinese goods entering the United States will effectively be subject to a 30% tariff that represents a combination of the baseline tariff (10%) and fentanyl tariff (20%). This rate is effective May 14, 2025 through Aug. 12, 2025. Any Section 232 or Section 301 tariffs will be applied in addition to the 30% rate impacting all Chinese goods. China will match the reciprocal tariff pause, lowering its 125% tariff on American goods to 10%. In addition, this EO lowers the tariff rate applied to Chinese goods that were formerly eligible for de minimis entry from 120% to 54%. The import fee applied to such goods will remain $100 and increase to $200 on June 1, 2025.
