On December 9, 1976, prisoners at the St. Landry Parish Prison filed a lawsuit in the U.S. District Court for the Western District of Louisiana, alleging that the prison's classification procedures unconstitutionally discriminate on the basis of race in violation of 42 U.S.C. § 1983. Michael M. Wahlder, U.S. Magistrate, was appointed Special Master, and on January 6, 1978, he granted the federal government's motion to intervene in the case. On September 22, 1978, the U.S. District Court for the Western District of Louisiana (Judge Michael Wahlder) entered an interim consent decree, in which the parties agreed that there would be no discrimination on the basis of race at the St. Landry Parish Prison.
