On January 3, 1973, the District Court John W. Oliver, Jr. issued a memorandum opinion and order, approving the Consent Decree entered into by the parties. Goldsby v. Carnes, 365 F.Supp. 395 (W.D.Mo. 1973). In his opinion, Judge Oliver chronicled the increase of prisoner litigation and the challenges such litigation presented to the courts. To assist other courts facing similar issues, Judge Oliver ordered his opinion published and attached the Jackson County Jail Rules and Regulations Handbook as an appendix to the opinion.

On March 24, 1977, the District Court approved and entered the First Amended Consent Judgment. Goldsby v. Carnes, 429 F.Supp. 370 (W.D.Mo. 1977). As with the original Consent Judgment, Judge Oliver ordered his opinion published, which contained as attachments, the First Amended Consent Judgment, the revised Jackson County Jail Rules and Regulations Handbook and memorandum agreements entered into by the parties.

We have no further information on the proceedings in this case. It should be noted, however, that since the Goldsby v. Carnes litigation, a new detention center was constructed in Jackson County.
