[This summary is temporary while we research the case.] This is a lawsuit in which the plaintiff, the North Haven Board of Education, sued the Secretary of the United States Department of Health, Education, and Welfare and the Director of the Office for Civil Rights, alleging that the defendants had threatened to terminate the school board’s federal aid and that their reasons for doing so were invalid. The case was filed on May 26, 1978, in the United States District Court for the District of Connecticut.
