Case Summary

(This summary is temporary, while we research the case.) The City of Cleveland provides the major public water system in Cleveland and the surrounding areas through Cleveland Water. When Cleveland residents fall behind on their water bills, Cleveland Water shuts off water to that residence, often without notice or obvious ability to contest the shut-off. Cleveland Water also converts the unpaid water debt to a lein on their property, putting them at risk of foreclosure and eventual eviction. Between 2014 and 2018, Cleveland Water placed significantly more--at times triple the amount--leins on majority Black neighborhoods than majority white neighborhoods. This is a class action lawsuit, and is ongoing.
