This case is one of numerous lawsuits challenging the Trump administration’s abrupt termination of immigration visas—mostly student or work visas—with no notice to the visa-holders and with dubious or no legal basis. You can see all of the cases here.

(This summary is temporary, while we research the case.) On April 18, 2025, an international student—attending school on an F-1 visa--filed this lawsuit in the United States District Court for the District of South Carolina against the Department of Homeland Security, its Secretary, and the Acting Director of Immigration and Customs Enforcement. In early April, the Defendants abruptly terminated the Plaintiff’s, and other international students’, F-1 visa and records with the Student and Exchange Visitor Information (SEVIS), effectively stripping them of their ability to remain a student in the United States. The Plaintiff alleged that Defendants' actions were unlawful and designed to coerce him and other international students into abandoning their studies and self-deporting.

TEXT ORDER extending the temporary restraining order ("TRO") in this case for 14 additional days and requiring the parties to meet and confer. Based on the recent filings by the parties, the Court finds good cause to extend the TRO outlined in Docket Entry Number 8 until May 30, 2025, so that the Court may fully consider the parties' submissions and arguments. Additionally, the parties are directed to meet and confer to determine whether Defendants will agree to conditions that will provide relief to Plaintiff during the pendency of this matter and potentially obviate the need for preliminary injunctive relief. The parties are thus ordered to meet and confer and to provide a joint status report to the Court regarding the results of their conference by 5:00 p.m. on May 21, 2025.
