This case is one of numerous lawsuits challenging the Trump administration’s abrupt termination of immigration visas—mostly student or work visas—with no notice to the visa-holders and with dubious or no legal basis. On April 21, 2025, an international student—attending school on an F-1 visa--filed this lawsuit in the U.S, District Court for the Central District of California against the Acting Director of the Department of Homeland Security (DHS). In early April, the government abruptly terminated the Plaintiff’s, and other international students’, F-1 visa and records with the Student and Exchange Visitor Information (SEVIS), effectively stripping them of their ability to remain a student in the United States. The plaintiff alleged that the government’s actions violated the Administrative Procedure Act and the Fifth Amendment. The plaintiff was represented by private counsel.

The case was assigned to Judge Hernan D. Vera.  The plaintiff submitted an application for preliminary relief, requesting that the court enjoin the government from deporting the plaintiff during the suit. On April 23, 2025, the court issued a temporary restraining order (TRO) to prevent the government from removing or deporting the plaintiff.

At some point in the weeks following, the plaintiff's SEVIS record was restored. The plaintiffs' counsel argued that this did not render the issues in the plaintiff's complaint moot as they may still suffer immediate and irreparable harm. As a result, the court allowed for the plaintiff to submit an amended complaint and the court extended the TRO.

Some time around May 28, 2025, the parties stipulated to dismiss the case. The case was dismissed with prejudice on May 30, 2025.
