OPINION AND ORDER - The Court GRANTS the Petition for Writ of Habeas Corpus (ECF 1 ) based on Counts Two and Five and ORDERS that: 1. Before any redetention of Petitioner, Respondents must provide Petitioner with written notice of the reas ons for revocation of his conditional parole and a hearing before an immigration judge to determine whether detention is warranted. Respondents shall bear the burden of establishing, by clear and convincing evidence, that Petitioner poses a danger to the community or a risk of flight. 2. During the pendency of Petitioner's removal proceedings, before Respondents may remove Petitioner out of the District of Oregon, Respondents must provide Petitioner and the Court with 30 days' notice, unless the Court orders otherwise.
