Case Summary

This case challenges to U.S. Immigration and Customs Enforcement’s (ICE) attempt to arrest and potentially deport an international student following the termination of her F-1 visa status. On April 11, 2025, represented by private counsel, the plaintiff, Huadan “Carrie” Zheng, filed this lawsuit in the U.S. District Court for the District of Massachusetts against Todd Lyons, Acting Director of ICE. The plaintiff sought injunctive relief under the Administrative Procedure Act (APA) and an injunction to prevent ICE from detaining her or deporting her from the United States based on the termination of her SEVIS record.

This case was assigned to Chief Judge F. Dennis Saylor IV.

That same day, the court issued a temporary restraining order (TRO) barring ICE from arresting or deporting the plaintiff. The TRO was later extended twice, first to April 25, then to May 13.

The litigation coincided with policy shifts: ICE issued new internal guidance concerning SEVIS enforcement while the TRO was pending. The parties submitted supplemental filings addressing these developments, and the plaintiff filed a motion for a preliminary injunction (PI). On May 12, 2025, the parties reached a resolution and jointly stipulated to dismiss the case. That same day, the court entered a stipulated order and issued a final judgment dismissing the case with prejudice.

The case is closed.
