On November 18, 2025, a group of environmental-justice nonprofits and associations filed suit against the U.S. Department of the Interior (DOI), the DOI Secretary, the Bureau of Ocean Energy Management (BOEM), and the Acting Director of the BOM in U.S. District Court for the District of District of Columbia. In their suit, plaintiffs challenge the decision by Secretary of the Interior, acting through his delegated authority to the Acting Director of the BOEM, the DOI, and the BOEM to hold the Gulf of America Outer Continental Shelf Oil and Gas One Big Beautiful Bill Act Lease Sale 1 (the “Gulf Lease Sale”). In finalizing the Gulf Lease Sale, plaintiffs allege that defendants failed to conduct the necessary environmental review, and improperly involved an agency official, in violation of the National Environmental Policy Act (“NEPA”) and the Administrative Procedure Act (“APA”).
