Based on the Court's review of the pleadings filed to date and the statements of counsel during the scheduling conference held on March 20, 2026, and with the consent of the parties, the Court finds in its discretion pursuant to Fed. R. Civ. Proc. 65(a)(2) that it will be appropriate and a more efficient use of the Court's and the parties' resources to advance and consolidate the resolution of this case on the merits with the consideration of plaintiffs' pending motion 9 for a temporary restraining order and preliminary injunction.
