The plaintiffs—Rise Economy, National Community Reinvestment Coalition, and Woodstock Institute—alleged that Vought attempted to shut down the CFPB by refusing to request funding from the Federal Reserve System⁻. Since becoming Acting Director in February 2025, Vought publicly stated his intention to close the agency within months, and in November 2025, defendants announced they would not request funding from the Federal Reserve⁻⁻. The plaintiffs brought one claim under the Administrative Procedure Act, arguing that defendants' decision not to request funding was arbitrary, capricious, and not in accordance with law⁻. They sought declaratory and injunctive relief requiring the CFPB to request necessary funding from the Federal Reserve⁻.
