Plaintiffs (voters and members of the class of African American voters) resided in what has been proposed by Defendants as the 6th U.S. Congressional District. Based upon the testimony, the methodology employed to configure their Congressional district violates the Voting Rights Act, and the Fifteenth, Fourteenth and First Amendments to the U.S. Constitution because the proposed districts result in Plaintiffs having less opportunity than other members of the electorate to participate in the political process and to elect representatives of choice.
