Just published: A new Clearinghouse white paper on Criteria and Procedures for Meaningful Parole Review for People Sentenced as Youth.  The paper is the third in our Learning from Civil Rights Lawsuits series

The white paper examines the constitutional dimensions of parole review for people sentenced as youth, describes relevant legislative reform and litigation, and proposes model policies, with commentary, addressing the substantive and procedural components of parole review. The model policies are intended to ensure a realistic and meaningful opportunity for release that is based on assessment of youth and post-crime maturity and rehabilitation, with procedures to support decision-makers in comprehensive and accurate parole review. They have been endorsed by the Campaign for the Fair Sentencing of Youth and Juvenile Law Center. Project materials also include litigation documents and case summaries and collected legislative reforms.
