The Justice Department declined to comment on the incident that sparked its investigation into allegations of discriminatory policing. Civil rights groups told FRONTLINE that the investigation came after Sgt. Cornel Young Jr., a black Providence police officer, was shot dead by two white officers who mistook him for a suspect when he was off duty and came to their aid. The two officers were cleared of misconduct in the shooting.
