On January 28, 2000, Sgt. Cornel Young Jr., a Black Providence police officer, was shot dead by two white officers who mistook him for a suspect when he was off duty and came to their aid. The two officers were cleared of misconduct in the shooting. Prompted by this event, the Department of Justice initiated a pattern-or-practice investigation into the Providence Police Department on December 11, 2002. DOJ closed its investigation on March 26, 2008, without further enforcement action. The mother of the deceased officer brought an unsuccessful claim against the police department under 42 U.S.C. § 1983.
