Directing each executive department or agency to (1) identify all federally funded programs administered by the agency that permit undocumented immigrants to obtain any cash or non-cash public benefit and take all appropriate actions to prevent undocumented immigrants from receiving such benefits; and (2) ensure that federal payments to states and localities do not "facilitate the subsidization or promotion" of undocumented immigration.
