On July 19, 1993, the U.S. Department of Justice notified the City of Grenada, Mississippi of its intention to investigate the conditions of the county jail. In October of 1993, the DOJ notified the Mayor of Grenada City of its findings and made recommendations regarding security and supervision; policies and procedures; exercise; access to reading materials; medical and mental healthcare; suicide prevention; sanitation; fire safety; personal hygiene items; and food service.

On September 19, 1994, the Attorney General filed an action under the Civil Rights of Institutionalized Persons Act (CRIPA), 42 U.S.C. section 1997 et seq., against the City of Grenada. The Court (Judge Neal B. Biggers Jr.) approved the consent decree on the same day. The consent decree laid out the steps the county must take to improve issues discussed in the DOJ's letter of findings and recommendations.

On June 16, 1997, the Court (Judge Neal B. Biggers Jr.) granted the joint motion for dismissal. On June 5th, 2001, the case file was sent to the temporary section of the Federal Records Center.
