Case Summary

On February 8. 1995, the U.S. Department of Justice commenced an investigation of the conditions at the Virginia Beach City Jail [VBCJ] pursuant to the Civil Rights of Institutionalized Persons Act ("CRIPA"), 42 U.S.C. §1997 et. seq. Based its investigation, the DOJ concluded that conditions at the VBJC were grossly deficient and violated the constitutional rights of prisoners, including overcrowding, staffing, violence, medical care, mental health care, due process, access to courts, religious freedom, exercise, and physical plant.

The DOJ notified officials of Virginia Beach, VA of its findings on April 16, 1996. On May 6, 1996, the City responded to the DOJ findings and detailed the corrective measures that had already been undertaken as a result of the investigation.

On June 17, 1996, the DOJ notified the City that it was closing its investigation as the City had successfully rectified the problem areas at VBCJ.
