On February 8. 1995, the U.S. Department of Justice commenced an investigation of the conditions at the Newport News City Jail [NNCJ] pursuant to the Civil Rights of Institutionalized Persons Act ("CRIPA"), 42 U.S.C. §1997 et. seq. Based its investigation, the DOJ concluded that conditions at the NNCJ were grossly deficient and violated the constitutional rights of prisoners, including overcrowding, staffing, violence, medical care, mental health care, due process, access to courts, religious freedom, exercise, and physical plant.

The DOJ notified officials of Newport News, VA of its findings on April 16, 1996.
