On May 7, 1996, the Civil Rights Division of the U.S. Department of Justice [DOJ] notified the state of Virginia that it intended to investigate the conditions of confinement at the Beaumont Juvenile Correctional Center pursuant to the Civil Rights of Institutionalized Persons Act (CRIPA), 42 U.S.C. § 1997 et seq.
The investigation was to focus on allegations regarding physical and mental abuse of juveniles by staff, the improper use of isolation and segregation, an unacceptably high risk of violence in the correctional center, and inadequate medical and mental health care.
