This case challenges alleged sex discrimination in violation of the Fair Housing Act (FHA) by a manager and owner of multiple rental dwellings. On January 17, 2025, the United States Department of Justice filed this Fair Housing Act discrimination pattern-or-practice complaint in the U.S. District Court for the Southern District of Iowa against a manager and owner of approximately 20 rental properties in the Davenport, Iowa area. The case was assigned to District Judge Rebecca Goodgame Ebinger. 

The complaint alleged the manager and co-owner of Gearhead Properties, L.C., Kurt Williams, engaged in severe, pervasive, and unwelcome sexual harassment of female tenants on multiple occasions from 2010 to present by, among other things, making unwelcome sexual comments and unwelcome sexual advances; sending unwanted sexual text messages, requests for photos, and exposing his genitals; offering housing-related benefits in exchange for sex or sex acts; and taking adverse housing actions against female tenants who objected to and/or refused his sexual advances. 

The Department of Justice sought a declaratory judgment that the Defendant’s discriminatory practices violated the Fair Housing Act and an injunction to stop and remediate the Defendant’s discriminatory practices. The DOJ also sought monetary damages for each person aggrieved by the Defendant’s conduct, and civil penalties to vindicate public interest. As of March 13, 2025, the Defendant has yet to submit a response.
