This case challenged the Trump Administration's decision to terminate contracts and grants made and awarded pursuant to the congressionally created Regional Educational Laboratories (REL) and Comprehensive Centers programs. In February 2025, DOGE, acting through Department of Education officials, terminated all ten REL contracts and eighteen of the twenty Comprehensive Center grants. This case challenged the Trump Administration's decision to terminate contracts and grants made and awarded pursuant to the congressionally created Regional Educational Laboratories (REL) and Comprehensive Centers programs. In February 2025, DOGE, acting through Department of Education officials, terminated all ten REL contracts and eighteen of the twenty Comprehensive Center grants. The Department issued a press release citing concerns regarding "diversity, equity, and inclusion." 

Plaintiffs Child Trends and RMC Research are small education research organizations that had Comprehensive Center grants. Plaintiffs also served as partners in administering several other Comprehensive Centers, and RMC Research was a subcontractor for two RELs. On April 7, 2025, plaintiffs filed this lawsuit in the U.S. District Court for the District of Maryland against the U.S. Department of Education, its Secretary and other officials, and DOGE and its Acting Administrator. The case was assigned to Judge Brendan Abell Hurson. Plaintiffs alleged that the termination of their Comprehensive Center grants and REL contracts violated the Administrative Procedure Act (APA), the separation of powers, and the Educational Technical Assistance Act of 2002. They claimed that the Executive Branch acted without statutory or constitutional authority, including through actions by DOGE, an office lacking congressional authorization.

Plaintiffs sought declaratory and injunctive relief to set aside the termination of their Comprehensive Center grants, partner grants, and REL contracts as unlawful and ultra vires. They requested that the court enjoin defendants from enforcing the terminations, compel compliance with statutory mandates regarding the number and operation of RELs and Comprehensive Centers, and require obligation and expenditure of appropriated funds. Plaintiffs further sought a broad injunction against similar unauthorized terminations, writs of mandamus to enforce non-discretionary legal duties, and an award of attorneys' fees and costs. 

On April 15, 2025, plaintiffs filed a motion for a preliminary injunction, or in the alternative, a motion for a writ of mandamus. On May 7, 2025, the court ordered both parties to file letters on whether the case should be stayed pending the Supreme Court's decision in a related case, Department of Education v. California. Both parties filed a response on May 12. 

On May 20, 2025, the court held a hearing on plaintiffs' motion for a preliminary injunction or, in the alternative, a writ of mandamus. On June 11, the court denied the motion, finding that plaintiffs had not demonstrated a likelihood of success on the merits or shown irreparable harm. The court set an expedited schedule for deciding the matter on the merits.
