(This summary is temporary, while we research the case.) On April 14, 2025, an anonymous international student—attending school on an F-1 visa--filed this lawsuit in the United States District Court for the District of Arizona against President Donald Trump, the Secretary of Homeland, the Acting Director of Immigration and Customs Enforcement (ICE), and the Phoenix Field Office Director of ICE. On April 2, the Defendants abruptly terminated the Plaintiff’s, and other international students’, record with the Student and Exchange Visitor Information (SEVIS), effectively stripping them of their ability to remain a student in the United States. The Plaintiff alleged that Defendants’ actions were unlawful and designed to coerce them and other international students into abandoning their studies and self-deporting. The Plaintiff alleged that Defendants’ actions violated the Administrative Procedure Act and the Fifth Amendment.

On April 28, 2025, the government filed (Docket 13-1) an internal DHS document titled "Broadcast Message: SEVIS Notice -- Policy Regarding Termination of Records." Dated April 26, 2026, the document explained that if the State Department revokes a nonimmigrant visa, the SEVIS record should be terminated.
