This case is one of numerous lawsuits challenging the Trump administration’s abrupt termination of immigration visas—mostly student or work visas—with no notice to the visa-holders and with dubious or no legal basis. You can see all of the cases here.

(This summary is temporary, while we research the case.) On April 21, 2025, eleven international students—attending school on an F-1 visa--filed this lawsuit in the United States District Court for the District of Arizona against President Donald Trump, the Secretary of Homeland Security, the Acting Director of Immigration and Customs Enforcement, and the ICE Phoenix Field Office Director. In early April, the Defendants abruptly terminated the Plaintiffs', and other international students’, F-1 visa and records with the Student and Exchange Visitor Information (SEVIS), effectively stripping them of their ability to remain a student in the United States. The Plaintiffs alleged that Defendants' actions were unlawful and designed to coerce them and other international students into abandoning their studies and self-deporting. The Plaintiffs alleged that Defendants’ actions violated the Administrative Procedure Act and the Fifth Amendment.

ORDER: IT IS ORDERED, Plaintiffs' 3 Emergency Motion for Temporary Restraining Order is GRANTED to preserve the status quo until the Court can receive further briefing and hold an expedited hearing on Plaintiffs' 3 Motion for Preliminary Injunction on 5/6/25 at 2:00 pm. Government shall file a response to Plaintiff's 3 Motion and 4 Motion to Proceed with Pseudonym and For Protective Order no later than 5/1/25 and Plaintiff shall file a reply no later than 5/5/25. On or before the close of business on 5/5/25, Counsel for the parties shall meet and confer and submit to the Court a joint pre-hearing statement. Prior to the hearing, counsel must provide a Notice to Court Reporter to facilitate the creation of an accurate record. Defendants are temporarily enjoined for 14 days, or until further Court order, from arresting and detaining the Plaintiffs pending these proceedings, transferring the Plaintiffs away from the jurisdiction of this District pending these proceedings, or removing Plaintiff from the United States pending these proceedings. Defendants' actions terminating the Plaintiffs' SEVIS record shall have no legal effect and shall not obstruct the Plaintiffs from continuing to pursue their academic and employment pursuits that Plaintiffs are authorized to pursue as international students in F-1 status. Plaintiffs shall serve Defendants with this Order within 3 business days. Counsel for Plaintiffs shall disclose Plaintiffs' identities to counsel for Defendants.
