On April 16, 2025, eleven international students—attending school on an F-1 visa--filed this lawsuit in the United States District Court for the Northern District of California against the Secretary of Homeland Security and the Acting Director of Immigration and Customs Enforcement. In early April, the Defendants abruptly terminated the Plaintiffs', and other international students’, F-1 visa and records with the Student and Exchange Visitor Information (SEVIS), effectively stripping them of their ability to remain a student in the United States. The Plaintiff alleged that Defendants' actions were unlawful and designed to coerce them and other international students into abandoning their studies and self-deporting.

On April 22, Judge White ordered this case be related to the lease SEVIS/F-1 case before him, Doe v. Trump On April 25, 2025, the court held a hearing on the TRO filings in all the related cases, granted or extended TROs in all of them, and set a time for a Preliminary Injunction hearing.   

Faced by this and other similar litigation around the country, ICE announced that day that it was restoring SEVIS records for all the petitioners and others similarly situated, while it "develop[ed] a policy that will provide a framework for SEVIS record terminations."  It stated that "[u]ntil such a policy is issued, the SEVIS records for the plaintiffs in these above-captioned cases (and other similarly situated plaintiffs) will remain Active or shall be re-activated if not currently active." Accordingly, on May 9, the parties filed a stipulated dismissal, and the court terminated this and the related cases.
