On April 11, 2025, an international student—attending school on an F-1 visa--filed this lawsuit in the United States District Court for the District of Columbia against the Acting Director of Immigration and Customs Enforcement. In early April, the Defendant abruptly terminated the Plaintiff’s, and other international students’, F-1 visa and records with the Student and Exchange Visitor Information (SEVIS), effectively stripping them of their ability to remain a student in the United States. The Plaintiff alleged that Defendant's actions were unlawful and designed to coerce them and other international students into abandoning their studies and self-deporting.

Also on April 11, the plaintiff student sought a temporary restraining order, and the case was assigned to Judge Anna C. Reyes, who granted the temporary restraining order following an April 16 hearing. The plaintiff then filed a motion for a preliminary injunction, which was argued April 29.
