On April 17, 2025, an international student—performing technical postgraduate work after obtaining a PhD  on an F-1 visa--filed this lawsuit in the United States District Court for the Northern District of California against the Secretary of Homeland Security and the Acting Director of Immigration and Customs Enforcement. In early April, the Defendants abruptly terminated the Plaintiff’s, and other international students’, F-1 visa and records with the Student and Exchange Visitor Information (SEVIS), effectively stripping them of their ability to remain a student in the United States. The Plaintiff alleged that Defendants' actions were unlawful and designed to coerce them and other international students into abandoning their studies and self-deporting.

The case was initially assigned to District Judge Edward M. Chen, who initiated procedures to determine whether it should be related to other cases in the Northern District of California raising similar SEVIS termination issues.

On plaintiff's motion, on April 23, 2025, Judge Chen issued a temporary restraining order, requiring the government not to remove or transfer the plaintiff for 28 days. Also on April 23, Judge Jeffrey S. White consolidated this case with the other SEVIS termination cases before him, for which the lead case is Doe v. Trump.

On May 14, 2025, Judge White held a hearing on motions for a preliminary injunction in the related cases.

The case is ongoing.
