Before any redetention of Petitioner, Respondents must provide Petitioner with written notice of the reas ons for revocation of his conditional parole and a hearing before an immigration judge to determine whether detention is warranted. Respondents shall bear the burden of establishing, by clear and convincing evidence, that Petitioner poses a danger to the community or a risk of flight. 2.
