This case challenged a Wyoming state law, HB 156, which imposed new documentary proof of citizenship requirements that allegedly made it harder for eligible citizens to vote. This case challenged a Wyoming state law, HB 156, which imposed new documentary proof of citizenship requirements that allegedly made it harder for eligible citizens to vote. A similar law passed by Kansas in 2011 saw roughly 1 in 8 people excluded from voter registration, despite nearly all of them being citizens; the U.S. Court of Appeals for the Tenth Circuit struck down that law as unconstitutional. Plaintiff alleged the state of Wyoming imposed an undue burden on the right to vote and that Wyoming's law was unconstitutionally vague. Specifically, plaintiffs alleged Wyoming violated the First, Fifth, and Fourteenth Amendments.

Represented by Elias Law, plaintiff, a coalition of Wyoming policy organizations, filed this lawsuit on May 9, 2025, in the U.S. District Court for the District of Wyoming. The lawsuit named the Wyoming Secretary of State and each of Wyoming's 23 County Clerks as defendants. Plaintiff sought a declaration that the Wyoming law was unconstitutional, an injunction prohibiting Wyoming from its enforcement, and attorneys' fees. The case was assigned to Judge Scott Skavdahl.

On May 23, 2025, plaintiff filed their motion for a preliminary injunction. On June 26, 2025, the Republican National Committee (RNC) moved to intervene as a defendant in the case.

On July 2, 2025, the court granted the parties' stipulated motion to designate Wyoming's county clerks as nominal defendants, excusing them from taking a position on the merits of plaintiff's claims. 

On July 3, 2025, the U.S. Department of Justice filed a statement of interest supporting Wyoming's legitimate interests in forestalling voter fraud and bolstering voters' trust in the electoral system.

On July 14, 2025, defendant Park County Clerk filed a motion to dismiss, arguing that plaintiff lacked standing and that its claims were unripe and moot.

The court dismissed without prejudice plaintiff's case for lack of standing on July 22, 2025. The court explained that since plaintiff was not a Wyoming voter, it was "not the object or target" of the Wyoming law at issue; as an organization, it needed to allege either that it suffered an injury in their own right or that it enjoys standing on behalf of its members. The court held that plaintiff's claim that the challenged law diverted its resources from its mission was not sufficient to constitute injury-in-fact. The court also held that since the Wyoming policy organizations which are plaintiff's members did not themselves enjoy standing, not being Wyoming voters, plaintiff also could not claim standing on membership grounds.
