On August 21, 2025, the Society of General Internal Medicine (SGIM) and the North American Primary Care Research Group (NAPCRG) filed this lawsuit in the U.S. District Court for the District of Maryland against the U.S. Department of Health and Human Services (HHS) and its Secretary, and the Agency for Healthcare Research and Quality (AHRQ) and its Director. Plaintiffs challenged the termination of ARHQ's grantmaking program, which resulted in the impoundment of millions of dollars that Congress had expressly directed AHRQ to allocate for grantmaking and other research functions. Plaintiffs alleged that Defendants' actions violated the Administrative Procedure Act (APA).
