This case is about the neighborhood safety zone (NSZ) program created by the Metropolitan Police Department (MPD) of Washington, D.C. in an attempt to curb local instances of violence in the city's Trinidad neighborhood. Plaintiffs Caneisha Mills, Linda Leaks, and Sarah Sloan filed this lawsuit in federal district court in the District of Columbia under 42 U.S.C. 1983, alleging that they were denied entry at NSZ checkpoints on account of their refusal to provide information regarding their identity, intended activities, and friends and family within the protected zone. Defendants sought to enjoin further implementation the NSZ program establishing police checkpoints.
