This case is an effort by a Virginia couple to stop President Trump's demolition and renovations of the East Wing of the White House.
On October 23, 2025, plaintiffs Charles K. Voorhees and Judith A. Voorhees applied for a temporary restraining order ("TRO") to halt President Trump and National Park Service Director Jessica Brown from destroying the East Wing of the White House in the U.S. District Court in the District of District of Columbia. Their application argued that the defendants are currently engaged in the destruction of the wing and the construction of a new ballroom without legally required approvals or reviews. The plaintiffs alleged that the defendants' actions violated the National Historic Preservation Act by failing to: 1) identify and evaluate the historical property, 2) assess the project's effects on that property, and 3) consult with the Advisory Council on Historic Preservation and the D.C. State Historic Preservation Office prior to starting the project. The plaintiffs further alleged that the defendants bypassed the legally required oversight by the Commission of Fine Arts. The plaintiffs sought to temporarily enjoin the defendants and third parties from further destroying any portion of the White House until proper procedure has been followed and a public review process is completed.
Shortly after the application was filed, on both October 24 and October 27, the plaintiffs were notified of errors in their pleading, such as a missing cover sheet and filing fee.
On October 28, the plaintiffs filed a Notice of Voluntary Dismissal. The notice did not explain the reasons the plaintiffs are choosing not to pursue the TRO.
