The court's order on the point raised by the EEOC was sufficiently clear; either Wal-Mart complied with this order or it did not. If the court concludes that Wal-Mart did not comply, then it will sanction Wal-Mart and its attorneys under Rule 37(b) to the degree that the court deems commensurate to any found violation.
