This case challenges HUD’s and Ginnie Mae’s relocation of their headquarters from Washington, D.C., to Alexandria, Virginia. The District of Columbia alleges that the relocation decisions violate the Residence Act and the agencies’ organic statutes, as well as the National Environmental Policy Act and federal historic-preservation requirements. It also claims that the decisions were arbitrary and capricious under the Administrative Procedure Act and seeks declaratory relief, vacatur, and an injunction against the relocations.
