This case was part of the collection of § 1983 inmate cases that had been pending in the Louisiana federal courts, challenging the operation and conditions of confinement in the Louisiana prison system and in parish and city jails through Louisiana. See the cases categories PC-LA, JC-LA and JI-LA of this collection.

Judge Frank J. Polozola of the U.S. District Court Middle District of Louisiana presided over many of the Louisiana prison and jail cases. In an effort to better manage those cases, on July 16, 1997, Judge Polozola ordered the Clerk of Court to create a master juvenile docket and separate files for each juvenile facility involved in the pending case Williams v. Edwards, Civ. No. 71-98-B [PC-LA-1 of this collection]. The Clerk established the following:

In Re: Juvenile Facilities Civ. No. Ch 97-Ms-001-B [the master juvenile file]

In Re: Tallulah Correctional Center for Youth; Civ. No. Ch 97-0665-B-M1

In Re: Jetson Correctional Center for Youth; Civ. No. Ch 97-0666-B-M1

In Re: Swanson Correctional Center for Youth; Civ. No. Ch 97-0667-B-M1

In Re: Louisiana Training Institute - Bridge City; Civ. No. Ch 97-0668- B-M1

Documents relating to those secure juvenile facilities were placed in the appropriate new case file. PACER dockets for each juvenile file are part of this collection.

The suit, styled U.S. v. Louisiana, Civ. No. 98-00947 [JI-LA-1] was the lead case challenging conditions of confinement at Louisiana's secure juvenile facilities. In 1998, U.S. v. Louisiana was ordered consolidated with other pending prison and jail cases. Subsequent pleadings and orders filed in U.S. v. Louisiana, were also filed in the other prison and juvenile cases pending in the Middle District of Louisiana.

See JI-LA-1 for a complete summary of the procedural history of these juvenile cases.
