Judge Frank J. Polozola of the U.S. District Court Middle District of Louisiana presided over many of the Louisiana prison and jail cases. In an effort to better manage those cases, on July 16, 1997, Judge Polozola ordered the Clerk of Court to create a master juvenile docket and separate files for each juvenile facility involved in the pending case Williams v. Edwards, Civ. No. 71-98-B [PC-LA-1 of this collection]. The Clerk established the following:

The suit, styled U.S. v. Louisiana, Civ. No. 98-00947 [JI-LA-1] was the lead case challenging conditions of confinement at Louisiana's secure juvenile facilities. In 1998, U.S. v. Louisiana was ordered consolidated with other pending prison and jail cases. Subsequent pleadings and orders filed in U.S. v. Louisiana, were also filed in the other prison and juvenile cases pending in the Middle District of Louisiana.
